Arriving in Spain
Barcelona El Prat and Madrid Barajas have Orange, Vodafone and Movistar stalls in arrivals, plus tourist SIM vendors. All will photograph your passport and ask for an address. In-country context: Spain
Spain's 2007 data-retention law (Ley 25/2007) made identity registration mandatory for prepaid SIMs, reinforced by Real Decreto-ley 13/2012; carriers must record a passport or NIE for every line. A roaming eSIM is outside that: Movistar or Vodafone see a foreign operator's visiting subscriber, and no Spanish registration record is created.
On arrival: Barcelona (BCN) and Madrid (MAD) have carrier stalls, but they all want your passport and a Spanish address form. Skip the queue by pre-installing.
