Arriving in Italy
Fiumicino, Malpensa, Venice and Naples all have TIM, Vodafone or WINDTRE counters in arrivals. They will sell you a tourist SIM, register your passport, generate a tax code for you and take a while doing it. Italy's electronic communications code (art. 55) has required identity registration for all SIMs since the 2005 anti-terror decree, and carriers must record a passport and a codice fiscale. The rule binds Italian carriers selling Italian SIMs; a visitor roaming on a foreign profile is not their customer, so TIM or Vodafone simply see an inbound roamer. That is not a loophole — it is how roaming has worked since GSM.
