Dubai International and Abu Dhabi have Etisalat and du counters selling tourist SIMs quickly — some visitors even receive a free 1 GB SIM at immigration, registered to their passport scan. Dubai runs on Careem and Google Maps; 250–500 MB a day is typical, and hotel and mall Wi-Fi is excellent everywhere, so 1–2 GB for a stopover is $2.80–$5.60. Video calls over WhatsApp are blocked on every UAE network, so that usage never appears.

Etisalat (e&) has blanket 5G across Dubai, Abu Dhabi, Sharjah and the E11 corridor, with LTE in the desert interior and the mountains around Hatta and Ras Al Khaimah. Speeds of 150–500 Mbps on 5G are normal. The important caveat is not coverage but policy: the TDRA blocks most VoIP (WhatsApp, FaceTime, Signal calls) at network level on all SIMs, including roaming SIMs. Messaging works; calls need a VPN, which is common but technically restricted.
The APN is provisioned automatically with the eSIM profile. You do not need to enter APN settings manually on iOS or Android - the only switch you must flip is Data Roaming: ON for the Anon eSIM line, because the service is technically a roaming profile everywhere it operates.

In-country context: UAE
The TDRA requires Emirates ID or passport registration with biometric capture for every UAE SIM, and unregistered lines are cut off. Tourist SIMs are registered at the counter. A roaming eSIM is not a UAE SIM: Etisalat sees a foreign operator's subscriber and no UAE registration record is created. The VoIP block, however, applies to everyone on the network.
On arrival: DXB and AUH have Etisalat and du counters selling tourist packs quickly, but VoIP restrictions apply to any SIM. eSIM roaming has the same VoIP restrictions - use a VPN app for WhatsApp calls.

Can I make WhatsApp or FaceTime calls on it?

Not without a VPN. The UAE blocks VoIP at the network level for all SIMs, roaming included. Messaging works normally. Most visitors use a VPN for calls; be aware it is officially restricted.
Does it work in Abu Dhabi, Sharjah and the northern emirates?

Yes, on Etisalat, with 5G in the cities and LTE in the interior. Hatta and the Jebel Jais road have LTE with some gaps.
Is a no-KYC eSIM legal in the UAE?

Roaming on a foreign profile is normal and legal; every visitor's home SIM does it. The UAE regulates UAE SIMs and VoIP, not foreign roaming profiles. Use common sense with VPNs.
